It looks like a piece by Brad Howe - http://www.bradhowe.com/page.php?c=the%20artist. He's the one that did the sculpture in from of the main PV library. (I know cus there is a little plaque that said so. :) I hadn't seen this one. I'll make a point to go by there. It is really eye catching.
